Dear Mr. Taylor:

j On behalf of the Board of Directors of Houston Lighting & Power Company, I would [

like to express the appreciation, both individually and collectively, of our Board of Letors ,

for your visit last week. While none of us want to hear the kind of comments that have come from the NRC during its Diagnostic Evaluation and which you reiterated during our meeting, we appreciate the NRC's commitment and your willingness to insure that all levels of our management, as well as that of our co-owners, have a full opportunity to understand the NRC's concerns. .

As you have heard from Mr. Cottle and other members of our management team, as well as from our Board of_ Directors and ieyswatatives of the other owners, -it is and has been our goal that the South Texas Project be a plant in which both our customers and the .

NRC have confidence and to which they can point with pride. The concerns you described mean that we must redouble our effbrts toward that goal. As I think you appreciate, that process is underway, and we certainly look forward to your feedback as to our progress.

To that end, I know that you and other members of the NRC staff will continue to ,

work closely with our personnel at STP. But I also want you to know that I, along with Dr. Joe Hendrie, chairman of our Nuclear Committee, remain available as well to consult with l you if you judge that to be necessary.

In addition, I believe that both Dr. Hendrie and his Nuclear Committee of our Board  !

of Directors and Mr. Cottle and the Management Committee, composed of mymaatatives of the four owners of STP, will be extending invitations to Mr. Milboan for additional direct [

discussions with those groups.

Taylor August 13,1993 Page 2 We recognize that the NRC has significant concerns about important aspects of the South Texas Project at present and that there is no magic panacea to overcome those concems without a lot of hard work, intelligence and dedication. Nevertheless, you have my personal commitment and that of the other members of our Board of Directors that we will do the very best job we can. And we look forward to the day, in what I hope is not the too distant future, when both of us can point to our mutual success in bringing S'I? to the excellence that ;

both of us expect.
