Dear Mr. Spessard:

Enclosed is a copy of the final report addressing the State of Iowa portion of the July 27.,

1994, full-participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Quad Cities Nuclear Power Station.

The State of Iowa and the Counties of Clinton and Scott fully participated in the exercise.

This report was prepared by the Federal Emergency Management Agency's (FEMA) Region VII Staff and copies will be provided to the State of Iowa.

The final' exercise report addressing the participation of the State of Illinois and the Counties of Rock Island and Whiteside will be prepared by FEMA's Region V staff and submitted to the U.S. Nuclear Regulatory Commission (NRC) in the near future.

Three' Deficiencies were identified during the July 27,

1994, exercise.

They involved:

1) Objective 11, failure to adequately demonstrate the capability to coordinate the formulation and dissemination of accurate information and instructions to the public; 2) Objective 14, failure to adequately demonstrate the capability and resources necessary to implement potassium iodide (KI) protective actions for emergency workers; and 3) Objective 16, failure to adequately demonstrate the capability and resources necessary to implement protective actions for school children within the plume pathway emergency planning zone (EPZ).

All three Deficiencies were corrected during a remedial exercise conducted on October 25, 1994.

The results of the remedial exercise are included in the enclosed report.

There were also ten Areas Requiring Corrective Action (ARCA) identified during the July 27, 1994, exercise. The FEMA Region VII staff will work with the State of Iowa to correct the ARCAs on or before the next biennial exercise.

Based on~the results of the July 27, 1994, exercise and the October 25,

1994, remedial exercise, the offsite radiological emergency response plans and preparedness for the State of Iowa and local jurisdictions, site-specific to the Quad Cities Nuclear Power Station,2.can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken to protect the he_alth_an_d safety of the public in the event of a radiological 950 A D 90151 f#

. emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the Iowa offsite radiological emergency response plans and preparedness site-specific to the Quad Cities Nuclear Power Station granted on March 26, 1986, will remain in effect.
