Dear Administrative Judges:

On January 27, 1984, we served, or at least attempted to serve, the "Stipula' tion Regarding Withdrawal of Contention Relating to Manual Reactor Trip Testing (NECNP Contention 1.D.2)," together with a transmittal letter of even date therewith.

The transmittal letter clarified certain of the terms used by NECNP and'us in the " Stipulation."

We have been informed that at least in some cases people received only the " Stipulation," unaccornpanied by the transmittal letter.
