The proposed change modifies Tables 3.7-4a and 3.7.4b in the Technical Specifications. This modification consisted of the addition of 31 mechanical snubbers and the replacement of three hydraulic snubbers with mechanical snubbers to reflect the results of Design Change Packages (DCP's) 253, 305 and 408 which are discussed below.

DESCRIPTION The purpose of DCP-253 was to re-analyze piping systems originally designed by computer codes which algebraically combined responses to seismic loads.

The re-analysis was conducted in accordance with the l

guidance provided by the NRC Show Cause Order of March 13, 1979 which l,

. result, two mechanical snubbers were added to the pressurizer-to-PORV piping.

The purpose of DCP-305 was to inspect and modify certain safety related piping systems as required by NRC I&E Bulletin 79-14 " Seismic Analyses for As-Built Safety Related Piping Systems".

The effort resulted in the addition of 15 me'chanical snubbers and the replacement of three hydraulic snubbers by mechanical snubbers on piping between the pressurizer and pressurizer relief tank (PRT).

The purpose of DCP-408 was to provide automatic isolation of the Steam Generator Blowdown and the Auxilgary Steam Line in the event of a High Energy Line Break-(HELB) outside of the containment. This effort was required by NRC I&E Bulletin 79-01B.

The modification resulted in the addition of several blowdown isolation valves which in turn resulted in the addition of 14 mechanical snubbers on the blowdown lines inside the containment.

EVALUATION AND CONCLUSION The above described modifications provide the following:

1.

A modified design of piping systems from pressurizer to PORV and PRT to resist loadir.gs during seismic events which is consistent with the Guidelines of the NRC Show Cause Order of March 13, 1979.

Adequate supports for the newly installed steam generator blowdown isolation valves to resist the pipe whip and HELP loads.

4 The use of snubbers to resist dynamic loadings is necessary only when large thermal displacement will not permit the use of rigid struts.

Snubbers do not affect the system stress during its normal operation but will provide proper supporting to the system during dynamic events.

The licensee's evaluation resulted in providing the minimum number of additional snubbers to satisfy allowable stress criteria.

The requested changes to the Beaver Valley Unit 1 Technical Specifications are thus acceptable.

ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significanTenvironmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 951.5(d)(4), that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities-will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
