Dear Mr. O'Reilly:
NPF-7 VIRGINIA ELECTRIC AND POWER COMPANY IE BULLETIN 79-11, AMENDED RESPONSE In our response to IEB 79-11 dated July 13, 1979, we stated that all 480V and greater safety related circuit breakers would be tested to confirm the operability of the overcurrent time delay protection at least once each refueling.
Since that time, each breaker has been tested and found to be satisfactory in accordance with this commitment.
This requirement has placed an undue stress on these breakers because of the increased testing frequency.
In addition, since the smaller breakers (480V) must be removed to a test stand outside of the breaker cubicle, the required tests have been detrimental and costly.
The actions required by the response to IEB 79-11 were re-examined in light of these concerns.
It was originally interpreted by Vepco that the requirements of IEB 79-11 were to be extended to all safety related breakers because of the wording of action #4.
However, the examples of breaker failures that resulted in the issuance of the Westinghouse Technical Eulletin NSD-TB-79-02 and of the subject IE Bulletin pertained to Westinghouse type DB-50 and DB-75 circuit breakers.
A clarification request was made through the North Anna NRC Senior Resident Inspector to the NRC group responsible for the review of compliance to the IEB 79-11 requirements.
It was determined that the testing of all safety related breakers for overcurrent time delay protection as required by the IEB was to apply only to the DB-50 and DB-75 safety related breakers.
Therefore, our response to this IEB is amended as follows:
Question 4 Review test procedures and test schedules for all safety related circuit breakers to assure that - all such breakers are tested at least each refueling outage to confirm overcurrent time delay protection.

Response
In our review of the use of Westinghouse type DB-50 and DB-75 circuit breakers in Surry and North Anna Power Station, it has been determined that there are no over-current trip devices installed on those breakers in a safety related application. Therefore, the above actions do not apply.
Vepco will continue to test all safety related breakers, including Westing-house DB-50 and DB-75, in accordance with the manufacturers recommendation and with the use of approved procedures.
