Pursuant to the request by Judge Harbour during the course of the hearings on June 29, 1983 (Tr. 18648-49), I am enclosing correspondence to Consumers Power Company from Bechtel Power Corporation which furnishes information relating to the dates of completion of work noted as a deficiency in a particular paragraph of the Diesel Generator Building inspection Notice of Violation which was the subject of the questioning during that session of the hearings. As the cover letter indicates, Mr. John Milandin of Bechtel Power Corporation, Assistant Project Manager, has had responsibility for developing the tabulation and the documentation therefor.

As the cover letter also indicates, the tabulation only covers items installed and inspected by Bechtel. The remaining items not covered by the tabulation were maintenance and storage items, vendor supplied items, engineering related items, and process-type items which did not fall into the installation and inspection category. The exclusion of these non-Bechtel items is in accordance with our understanding of the scope of Judge Harbour's request (Tr. 18649).

Since receiving a copy of this correspondence in August, I have had several conversations with Mr. Milandin concerning the manner in which the information contained in the tCaulation was developed and concerning the reliability of that information. Administrative Judges September 14, 1983 Page Two to the enclosure contains information on both installation and on inspection. Mr. Milandin informs me that the installation dates were derived from various documents, some of which have no official status, but which are deemed to be reliable for evidentiary and other purposes. These. installation dates were derived from material withdrawal receipts, pour records for concrete slab installation, field engineering reports and notebooks, and other similar documents. The installation dates'used for the tabulation in the attachment were estimated from the information contained in those records and thus are subject to minor uncertainties. The records upon which these dates are based could be made available, if necessary, '7 support the tabulation. With respect to the inspection tabulation, however, the inspection dates are certain because they are taken from official inspection records. Thus there is no estimation involved in the latter part of the tabulation. Mr. Milandin informs me that he has reviewed the material supporting the tabulation several times and personally vouches for its accuracy and reliability.

NRC Region III letter to Consumers Power Company dated 2/8/83 i' This letter is in response to a request from Judge Harbour during the subject hearings (transcript pages 18648-1fs649) and forwards the attached draft tabulation of fourteen of the thirty-two diesel generator inspection items reported in the referenced letter, with assignable installation and inspection dates. These are items that were installed and inspected by Bechtel. The remaining eighteen of the thirty-two items were maintenance and storage items, vendor supplied items, engineering related items, and process-type items and were not included in the in'stallation and inspection categories.

John Milandin has researched the documentation associated with each of the items and has on file a folder for each item, with the appropriate backup documentation used to establish the installation and inspection date. It is expected that you will forward this information to the ASLB' and.all other interested parties through the appropriate channels.
