Dear Mr. Seidle:
Reference 1) transmitted Inspection Report STN 50-482/83-10 to which a Notice of Violation (NOV) was attached. Reference 2) provided Kansas Gas and Electric Company's (KG&E 's) response to the NOV, and Reference
- 3) requested supplemental information concerning KG&E's response. This letter provides the additional information requested in Reference 3).

Clarification of response concerning intent of Quality Control Procedure (QCP)-X-302:
In Reference 2), KG&E stated, "...QCP-X-302 is not intended to contain weld acceptance criteria. Intermittent fillet welds are inspected under DIC Procedure QCP-VII-200, ' Inspection of Welding process '. QCP-VII-200 does contain welding accept /
reject criteria." Clarification of this statement is as follows: Prior to August, 1982, the inspection of electrical support welds was performed by the Mechanical / Welding Quality Inspectors in accordance with QCP-VII-200.
In August,1982, these inspections became the responsibility of Electrical Quality inspectors. These inspectors are certified to perform weld inspections. The inspection procedure which governs their work, QCP-X-302, was, at that time, revised to incorporate welding acceptance criteria.

Additional corrective actions to avoid further violations:
The Electrical discipline, including the Quality Engineer, Superintendents, General Foremen, Foremen, welders and Quality Inspectors attended a training class which outlined the AWS requirements for making and examining intermittent fillet welds on July 7,1983.
QCP-X-302 and QCP-VII-200 are the DIC procedures which govern the inspection of intermittent fillet welds. QCP-X-302 was revised on July 28, 1983, to include specific criteria for intermittent fillet weld inspections. QCP-VII-200 is being revised to include specific criteria for intermittent fillet weld inspections. Inspectors will receive training which, in part, outlines the AWS requirements for making and inspecting intermittent fillet welds. These actions are scheduled for completion on or before September 30, 1983.
