Dear Mr. Seidle:
This let.ter is written in response to your letter of July 7,1983, which transmitted Inspection Report STN 50-482/83-16. As requested, the violation identified in the Inspection Report is being addressed in three parts:
a) The corrective steps which have been taken and the results achieved; b) Corrective steps which will be taken to avoid further violations; and c) The date when full compliance will be achieved.
Violation: Failure to Follow Procedures Finding:
10CFR50, Appendix B, Criterion V, requires, in part, that activities affecting quality shall be prescribed by instructions, procedures, or drawings and shall be accomplished in accordance with these instructions, procedures, or drawings.
Daniel International Corporation (DIC) Procedure WP-IV-III, Appendix 1, paragraph 15.2 states:
"A 1/2 inch minimum radius shall be maintained where the cope changes directions."
Contrary to the above, a 1/2 inch minimum radius was not maintained where the cope changed direction, in that, the copes on the accumulator 8309190165 830824 PDR ADOCK 05000482 g

structural steel supports pieces numbered 2903B7, B8, B9, BlO, Bil, B12, B4, B6, B2 and B1 had been fabricated with 900 corner instead of the 1/2 inch minimum radius as required.
Response
a) Corrective steps which have been taken and results achieved.
Nonconformance Report (NCR) ISNll456C has been initiated to identify the specific b.ams which have copes with in-sufficient radius and to document the actions necessary to correct these deviations. Separate inspections by Daniel Engineering and KG&E QA have been made to determino if other beams in the Reactor Building, Auxiliary Building or Diesel Generator Building have defective copes. Other than the accumulator supports, none were found. It has been determined that this steel was fabricated and installed by field forces because of a design change to the accumulator supports. Due to the size of the beams involved, the copes were cut in a fabrication shop other than the shop normally performing this function. Therefore, these copes are not indicative of a generic deficiency.
b) Corrective steps which will be taken to avoid further violations.
Daniel will be directed to notify KG&E if the need should arise to cope additional safety-related beams at Wolf Creek so that KG&E forces can independently check the work, c) Date when full compliance will be achieved.
The corrective actions discussed in b) will be completed by August 15.
Any rework specified as a result of the A/Z's disposition of the NCR will be scheduled' consistent with other work in progress; but, in any event, will be completed prior to fuel load.
