ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55 (e), ITEM E-47, TARGET ROCK SOLENOID VALVES W.O. 57300, JOB E-5590, FILE NO. 956C, E-47 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on August 3, 1983, as a reportable deficiency under the requirements of 10CFR50.55(e).
Based on a September 6,1983 telephone conversation between E.R. Schweibinz (NRC) and D.J. Stephenson (CG&E), it was agreed that an extension would be granted for the submittal of this report from September 2, 1983 to September 16, 1983.
Mr. Schweibinz has since been informed by NRC Counsel that it was inappropriate to grant such an extention and so informed CG&E on September 12, 1983.
CG&E was notified of the deficiency by Target Rock Corporation Service Bulletin 8302.
The condition is applicable to all models of Target Rock Solenoid operated valves with unpotted solenoids.
The deficiency consists of an excessive space et the end of the coil which allows the coil to move axially when the valve operates.
This can cause the coil leads to rub on the housing and possibly cause an electrical short making the valve inoperable.
We have determined that this may have an adverse affect on the safety of operation and is therefore a reportable item.
Target Rock has been contacted and some information has been received concerning recommended corrective action.
Target Rock recommends testing the solenoid for possible movement of the housing with respect to the coil.

finalized details of the' testing operation nor made the modification kit available.
CG&E's corrective action will' consist of.the following steps:
s-1.
Identify all of the existing valves which could be affected and test for possible housing movement.
This action will be documented to determine those valves which must be modified.
2.
Ensure that modification kit material complies with all plant design requirements and does not
-degrade the solenoid valves.
I 3.
Modify those valves which are found to require the modification and document.the-comple,tionlof the work.

Ensure that all. drawings and' instruction manuals reference the testing procedure and spacer kit l
part number.so.that.any future or replacement of parts does not degrade the valves.
s A Construction Work Approval. Request:will be prepared to test the valves in order to identify those solenoids which require modification.
Modification of these solenoid-valves is contingent upon the relaxation of the NRC November 12, 1982
" Order to Show Cause and Order Immediately suspending Construction".
CGEE will review this corrective action to determine any impact on the plan for verification of the quality of construction.
Upon development of a program to complete the modifications, CGEE expects to request'a relaxation of the Show

Cause Order to perform this work.
CGEE. expects that those solenoids needing modifications will be identified and a program to perform these modifications will N
be developed by December 15, 1983, at whi,ch time a follow-up
