ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55 (e), ITEM E LACK OF CERTIFICATION FOR TYPE SIS SWITCHBOARD WIRE W.O. 57300, JOB E-5590, FILE NO. 956C, E-46 This letter constitutes an interim report concerning the subject condition initially reported to the Commission on July 13, 1983 as a potentially reportable deficiency under the requirements of 10CFR50.55(e).

Based on a telephone conversation between W. Forney (NRC)- and D. S tephenson (CG&E), an extension for submittal of this report was granted until August 22, 1983.

The deficiency was identified on Nonconformance Report (' R)

N E-9684.

The NR documented that type SIS switchboard wire had been procured and utilized in both safety and non-safety related applications without certification that SIS wire met the requirements of IEEE 323-1974 and IEEE 383-1974.

Type SIS wire is a commercial grade product that was specified for use by the Electrical Installation Specification H-2173.

Furthermore, until recently it was not possible to purchase SIS wire with the required environmental certification.

Our evaluation of this condition determined that the previous use.of type SIS wire is acceptable except in -safety-related panels and enclosures in harsh environments.

There are approximately 20 panels in harsh environments where there is a possibility that type SIS wire may have been used to make modifications.

The concern is that during a DBA, ex re to radiation could degrade the conductor insulations res ing in) the loss of an essential safety function.

Keppler Regional Administrator August 22, 1983 LOZ-83-0106 Page 2 The following corrective actions are proposed to resolve this deficiency.

1.

Revise the electrical installation specification to require the purchase and use of certified type SIS switchboard wire for future safety related applications.

2.

Request the manufacturers of SIS wire to determine whether the wire previously purchased meets the environmental requirements of IEEE 323-1974 and IEEE 38 3-1974 and to provide certification if it conforms.

If the certification for previously purchased SIS wire cannot

... be obtained, applications in safety related equipment in harsh environments will be identified.

Depending on the number of applications identified, the corrective action will be to:

a) replace the wire with qualified type SIS wire (now available); or b) obtain a representative sample of the wire from modified equipment and test the sample to the requirements of IEEE-323-1974.

The proposed corrective actions have been initiated.

However, if these corrective actions should lead to replacement of installed wire, that work will be contingent upon the lifting or relaxation of the NRC November 12, 1982 " Order to Show Cause and Order Immediately Suspending Construction".

A follow-up report will be submitted by October 21, 1983.
