Interim Finding on the Wolf Creek Generating Station, Burlington, Kansas At the Atomic Safety and Licensing Board Hearings the week of January 16, 1984, Judge Wolfe indicated a preference for making available to the Board the interim finding on Wolf Creek which was referred to in my January 13, 1984, memorandum to you. Accordingly, I am attaching the interim finding prepared by FEMA Region VII, dated December 13, 1983, as revised January 5, 1984.

This Interim Finding is based only on a review of State and local plans (September 1983 revision). A qualifying exercise is scheduled for July 10, 1984, and the results will enable FEMA to report on the status of offsite preparedness at Wolf Creek. A finding as to whether State and local emergency plans are capable of being implemented is contingent upon:

1) the correction of deficiencies noted in the Interim Finding and 2) the adequacy and maintenance of procedures, training, resources, staffing levels and qualifications, and equipment adequacy. The attached letter from the Kansas Division of Emergency Preparedness to the Regional Director, FEMA Region VII, dated January 23, 1984, indicates that comments from the attached Interim Finding will be incorporated into the State plan by June 29, 1984. However, the State of Kansas has still been requested to submit a detailed schedule of corrective actions related to any deficiencies found in the plans.

When changes in the status of of fsite plans and preparedness occur, addenda will be forwarded to your office.
