1994,"I Northeast Nuclear' Energy Company submitted a special report pursuant to Millstone Unit No.
2. Technical Specification 3.7.9.4.a,
".Halon Fire Suppression.
System."
In that report, we identified that the Halon. Fire Suppression Systems for ' both D.C.
switchgear rooms were out of service and had been out of service for greater than 14 days due to
+
a temporary ventilation configuration which required the area doors to remain open.
The purpose of this letter is to supplement our December 1, 1994, report portaining to the restoration of the halon fire protection system.
In the letter, we attributed the out of service condition of the
.halon fire suppression system to the-on going service water system work which interrupted normal cooling to both D.C.
switchgear-rooms.
We stated that our plans were to complete the service water maintenance and repairs during the current refueling outage and to-t reestablish normal ventilation allowing the doors to be closed and the halon fire suppression systems to be placed in service.
The service water maintenance and repairs have been completed' sufficiently to restore ventilation.
- However, additional maintenance activities on going within the D.C.
switchgear rooms require the opening of the. doors to the D.C.
switchgear rooms resulting in breaches of the halon fire suppression system

Therefore,. this system remains' inoperable and the= required compensatory measures-will continue, in order to maintain compliance with action "a" of Technical Specification 3.7.9.4.
Current plans are to complete all work activities, including service water and DC rooms switchgear testing, during the current refueling outage, now estimated to end in mid February 1995.
