Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 212 and 78 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications.

The proposed changes will modify the Quadrant Power Tilt Ratio requirements to generally incorporate the Improved Standard Technical Specification guidance.

The proposed technical specification changes for Unit No. 1 and presented in Attachments A-1 and A-2, respectively.

Unit No.

2 are The safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

The typed replacement technical specification pages are presented in Attachments C-1 and C-2.

A change comparison is presented in Attachment D.

A diagram showing the separation between the Nuclear Instrumentation System and the power range detectors is presented in Attachment E.

This change has been reviewed by the Onsite safety Committee and Offsite Review Committee.

The change was determined to be safe and does not involve a

significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
