AFFICAVIT OF DAVID H. WADE REGARDING CYGNA ENERGY SERVICES I, David H. Wade, being first duly sworn, do depose and state as foll ows: I am employed by Texas Utilities Generating Company as Senior Licensing Engineer, Comanche Peak Steam Electric Station (CPSES)

Project. In this position I am responsible for the evaluation and resolution of licensing issues. As such, I am familiar with the independent design review performed by Cygna Energy Services for CPSES.

This affidavit addresses the involvement of Mr. David Ferg of Cygna in the independent design review and the procedures applicable to communications between Texas Utilities and Cygna personnel. A statement of my educational and professional qualifications was attached to my affidavit, filed in this proceeding on March 16, 1983.

With respect to the involvement of Mr. David Ferg in the Cygna l

design review, I note that Mr. Ferg, who is presently employed by Cygna, was previously employed on the Comanche Peak project by I

Westinghouse Electric Corporation. As an employee of Cygna, Mr. Ferg attended a few of the early organizational meetings regarding the Comanche Peak review at which procedures and other preliminary matters were discussed. His role was only to interface with the Comanche Peak site. When Mr. Ferg's name was included on the list Cygna drew up of those to be involved in the design review program (although he was only to act as a liason), to avoid even the appearance of a lack of independence, Applicants and Cygna agreed that Mr. Ferg should not become further involved with the program. Accordingly, Mr. Ferg was reassigned by Cfgna so that he had no contact with the Comanche Peak review.

As for communications between Texas Utilities and Cygna personnel, the NRC approved procedures which provided only for the documentation of oral communications and written answers to written questions. Such documentation was subject to scrutiny by the NRC.
