Dear Mr. Leu:

Enclosed please find our subcontractor's report entitled, " Review of Palisades Nuclear Plant Ventilated Storage Cask Thermal Performance Monitoring." This report presents the following: (1) the findings of an inspection performed at Palisades by our subcontractor, Scientech, and NRC staff members, Dr. Hi Bo Wang, Dr. Tony Hsia, and Mr. Mike Parker; (2) the results of a review of Consumer's Power Company (CPC) thermal performance analysis model, and (3) comparison with an alternative thermal performance analysis model set up by Scientech for this subtask.

SAIC has reviewed a draft report submitted by Scientech and has offered suggestions for minor changes in the draft. Scientech has incorporated these suggestions in the fimal report version which SAIC is submitting to the NRC in partial satisfaction of the requirements of NRC Contract-02-90-009, Task Order 22, Subtask B.

The results are positive. The CPC documentation of test procedures, work instructions, instrumentation calibration, and general QA procedures were found to be in good order. Calculations performed by CPC give conservative results. Predictions of outlet air temperature (from calculations).

were greater than the measured values. Finally, and most importantly, the requirements of the Certificate of Compliance (Section 1.2.3) for the VSC 24 regarding thermal performance monitoring of the first cask are satisfied. This provides assurance that the concrete and fuel clad temperature limits will not be exceeded.
