Proposed Amendments to the Vermont Yankee Operating License

Dear Sir:

Recently, the NRC has issued interim final rules (48 FR 14864) which provide new procedures regarding the issuance of facility operating license amendments. We were formally notified of this action by Reference (b) and have subsequently been informed by our Project Manager that the NRC intends to pre-notice all proposed amendments submitted prior to May 6, 1983 (the effective date of the interim rules), which have not yet been acted upon.

For this purpose, Enclosure 1 provides a listing of proposed amendments submitted to your prior to the effective date of the interim rule.

Many of the proposed amendments listed in Enclosure 1 are technically l

outdated.

For this reason, we hereby formally withdraw certain proposed amendments from your consideration and request that you place certain other amendment proposals on hold, as denoted in Enclosure 1.

For those proposals placed on hold, it is our intent to submit supplemental information on a case-by-case basis in the near future. Until such time, we see no value in pre-noticing these amendment proposals. The remaining amendment proposals can j

be considered complete for the purpose of pre-noticing them in the Federal Register.

To comply with other provisions of the interim final rule, we will insure that copies of the amendment proposals to be pre-noticed have been provided to our designated state official, i
