SETTLEMENT AGREEMENT The undersigned party to the Callaway Operating License Proceeding (Emergency Planning Phase) agrees to the following disposition of Intervenor John Reed's Contentions and Applicant Union Electric Company's Motions for Sumary Disposition:

1. ' Applicant Union Electric Company agrees to withdraw its Motion for Summary Disposition of Reed Contentions 6 (Protective Action Against Radiciodines) and 16 (Messages with Instructions for Long-Term Sheltering).

2. The parties agree to meet on June 23rd and/or 24th to discuss and attempt to settle Reed Contentions 4 (Emergency Action Level Scheme /

Worker Notification),11 (Reentry / Recovery), and 15 (Letters of Agreement).

The parties agree that insofar as they are unable to reach a settlement i on any or all of these contentions, the Staff will file its response to Applicant's motions for sumary disposition of these contentions by July 1, 1983.

3. Intervenor John Reed agrees to withdraw the remainder of his contentions (those contentions not identified in Paragraphs 1 and 2 above).

_2 The undersigned party understands and accepts that this Agreement shall not become effective until signed by all parties (Intervenor John Reed, Applicant Union Electric Company, and the NRC staff) and until approved by the Licensing Board in this proceeding.
