. Director of Nuclear Reactor-Regulation Attention:
Mr. A. Schwencer, Chief Licensing Branch No. 2 Division of Licensing U. S. Nuclear Regulatory Commission Washington, DC 20555
Subject:
LaSalle County Station Units 1 and 2 Progress Report on License Condition 2.C.(25).(d)
NRC Docket Nos. 50-373 and 50-374 Reference (a):
License NPF-11, Condition 2.C.(25).(d)
Dear Sir:
Reference (a) states in part:
"(d)
Prior to startup after the first refueling outage, the licensee with respect to fire doors shall implement one of the following:
(i)
Perform an engineering review of the manufacturer's certified doors and door frames by a nationally recognized laboratory to certify that the door and door frames provide the required fire resistance rating, or (ii)
Test a replicate "as installed" door assembly by a nationally recognized laboratory to determine the door rating, or (iii)
Replace manufacturer's labeled doors and door frames with UL rated items."
As a result of discussions between Underwriters Laboratories, Inc., Sargent & Lundy-Engineers and Commonwealth Edison Company on the subject of unlabeled fire doors at LaSalle Station, the following program is being followed for resolution of the license condition:
1.
Testing (at UL)
Test Door #257 - This door is an oversized double door (2-4'-0" x 9'-2") with three-point lock and three electric strikes.
Testing of 1
the existing Door #257 will represent the following nine existing oversized doors with electric strikes and three-point locks:

- The door is to be mounted in a three-piece frame.
A replica of an
' existing' typical three-piece frame is to be used in the test, and it-will. represent the-following 59 door frames:
49, 58, 89,- 91, 118,'120, 133, 135, 140, 141, 142, 149, 160, 218, 219,-220, 224, 249, 252, 254, 255, 256, 269, 296, 298, 302, 304, 305, 350, 351, 377,.380, 383, 391, 421, 427, 440, 443, 452, 453, 465, 466, 393, 402, 417, 467, 468, 470, 474, 475, 476, 478, 500, 501, 502, 504, 506, 779, 780 i
After the fire test, U.L. will' prepare a report describing the results.
Acording to U.L.,
the testing will not result in the door assembly being labeled, that is being covered under U.L.
Listing / Classification and Follow-Up Service Program, but will establish an equivalent hourly rating.
This is consistent-with the license condition.
4 2.
Door Stop Modifications
}
Remove existing surface applied unlabeled door stops and install Pioneer Fireproof Door Company's "PIO-SEAL" door stops for the following doors:
377, 380, 446, 447, 452, 453
-U.L.
will provide a letter stating that this construction is l
. identical to a tested assembly.
i 3.
Bullet' Resistant Door l
Remove. existing oversized (6'-5" x 10'-2 1/2") bullet resistant Door I
Assembly #299 and install a smaller (6'-5" x 8'-0") U.L. labeled bullet resistant door assembly manufactured by Chicago Bullet Proof Company.
Also install a removable wall section above the door in order to accommodate oversized equipment access requirements.
4.
3 1/2 - inch-thick Steel Doors Solutions are being provided for the five 3 1/2" thick solid steel shielding doors to modify labyrinths to provide sufficient-shielding without steel doors or to add labeled doors next to existing steel doors.
It is reauested that the NRC confirm their acceptance of the subject door assemblies based on successful performance during the fire and hose stream tests and review of the Report describing the results.
