SUBJECT:

Calvert Cliffs Nuclear Power Plant Unit No.1; Docket No. 50-317 Sunnlement to the Unit 1. CWie 11 License Amendment Recuest

REFERENCE:

(a) Letter from Mr. G. C. Creel (BG&E) to NRC Document Control Desk, dated December 10,1991, Unit 1 Eleventh Cyc!c License Amendment Gentlemen: The Baltimore Gas & Electric Company (BG&E) hereby supplements the request for an ,

' Amendment to its Operating License No. DPR 53 for Calvert Cliffs Unit No.1 cited as Reference (s) - This supplement updates the information in the Calvert Cliffs Unit 1, Cycle 11 c Reload Analysis Report (Attachment 2 to Reference a) and provides additional detail on the Unit 1, ,

Cycle 11 reload design. This supplement has no impact on the requested Technical Specifications changes nor does it change the facts or conclusions in the Significant Hazards Determination in Reference (a). , Chances to the Unit 1. Ovele 11 Reload Anahsis ne Unit 1, Cycle 11 reload analysis assumed that the maximum Cycle 10 burnup would be 20,500 MWD /f. Subsequent to the submission of Reference (a), Unit 1, Cycle 10 was extended. Derefore, the reload analysis was reevaluated for a maximum Cycle 10 burnup of 21,500 MWD /r, Attachment (1) contains replacement pages for Attachment (2) to Reference (a) reflecting the li results of this reevaluation. Changes on each page are marked with rcvision bars. The significant conclusions of this reevaluation are:

1) Of all of the input information used during the Cycle 11 reload evaluation, only the input data supported by the physics analysis could be affected by the change in prior cycle burnup.

De non physics mput to the less-of Coolant Accident (LOCA), non-LOCA, setpoints, fuel l i performance, thermal hydraulics, and mechanical design analyses would not be affected by the change in burnup. 2)- -Most of the physics data would not be affected by the increase in the maximum Cycle 10 burnup previously considered in the Cycle 11 analysis. His applies to those data items that

                                      - are more limiting at the minimum Cycle 10 burnup assumed m the Cycle 11 analysis and                    ;
                                     - those items which are essentially independent of prior cycle burnup.

                                                                                                                                             -{
 ,     Document Control Desk April 17,1992 Pagc3
3) For those remaining items which were adversely affected by the increase in the prior cycle burnup, the difference between the calculated values and the values used in the licensing analysis was decreased. However, in all cases the data calculated at the greater burnup were still bounded by the values assumed in the licensing analysis. Herefore, the licensing analysis did not change.

In summary, there is no impact on the safety, setpoint, and performance analyses performed for Calvert Cliffs Unit No.1, Cycle 11 as a result of the extension of the maximum Cycle 10 burnup from 20,503 to 21,500 MWD /T. All licensing analysis submitted in Reference (n) remain vahd and applicable AdditionalInformation on the Reload Desien Based upon discussions with the NRC Staff, certain clarifying information on the Unit 1, Cycle 11 Reload Analysis has been provided in Attachment (2). Conclusion The information provided in this submittal supplements the information provided in Reference (a) but does not affect the requested Technical Specifications changes nor does it change the facts or conclusions in the Significant Hatards determination.
