l In the Matter of ) Docket Nos. 50-327 Tennessae Valley Authority ) 50-328 In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to the ope"ating licenses, DPR-77 and DPR-79, to change the Sequoyah Nuclear Plant units 1 and 2 technical specifications (T/S).

The proposed changes are provided in enclosure 1. These &anges result from the modifications to satisfy both operating license conditions and N NUREG-0737 requirements (II.B.1, II.F.1.1, II.F.1 3, II.F.1.4, and II.F.2) .

' Also included in the proposed amendment is a change in thc requirements for diesel generator testing, as requested by the NRC in a July 25, 1983 letter to "All Holders of Operating Licenses. . . ." The justification for the proposed T/S enanges is provided in enclosure 2.

In accordance with the provisions of 10 CFR Part 170.22, we have determined the proposed amendment to be Class III for unit 1 and Class I for unit 2.

However, no fees are being submitted because footnote 2 to 10 CFR 170.22 allows the application to be exempt from fees when submittal to satisfy a written request from the Commission. The requests are documented in the October 31, 1980 letters from D. G. Eisenhut to "All Licensees of Operating Plants . . . ." and in the November 1, 1983 letter from D. G. Eisenhut to All Pressurized Water Reactor Licensees.

These danges are being submitted concurrently with the completion of the review by our Nuclear Safety Review Board. This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved.
