Dear Mr. Knop:

INSPECTION REPORT NO. 50-483/83-25(DPRP)

This reply is in response to your letter of December 20, 1983 which transmitted the report of the inspection conducted at Callaway Plant, Unit 1 during the period of October 16 through November 30, 1983.

Our response to the item of noncompliance is presented below.

None of the material in the inspection report or in this response is considered proprietary by Union Electric Company.

(50-483/83-25-01) SEVERITY LEVEL IV VIOLATION 10 CFR 50, Appendix B/ Criterion V, states in part, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."

Union Electric Company's Quality Assurance Manual, Section 17B.l.5 states, "The Quality Assurance Program requires that activities affecting quality at the Callaway Plant be prescribed by and accomplished in accordance with documented instructions, procedures, drawings, or checklists appropriate to the circumstances."

Contrary to the above, on November 16, 1983, reactor coolant pumps "B" and "D" were started prior to establishing a steam bubble in the pressurizer as specified in the Preoperational Test Procedure CS-03BB05, Section 5.10.3.

Corrective Action Taken And The Results Achieved:

Prior to restarting the reactor coolant pumps, the HFT Test Director and the Shift Supervisor evaluated the impact of deviating from the precserational test procedure.

This has subsequently been documented on a Startup Field Report (SFR).

This prc>cedure also provides a means of documentation of the evaluation process that occurs prior to resumption of operation of equipment and/or testing.

The personnel involved were reminded of the requirement for providirg a documented evaluation of abnormal occurrences prior to resumption of operation of equipaent and/or testing.

Corrective Action To Be Taken To Avoid Purther Noncompliance:

Cerrective Action as stated above has bee *1 taken.

The Date When Full Compliance Will Be Achieved:

Full compliance was achieved on November 22, 1983 when the SFR was l

issued.
