~ RANCH BEFORE THE ATOMIC SAFTEY AND LICENSING BOARD In The Matter of PHIALDELPHIA ELECTRIC COMPANY Docket Nos. 50-352 (Limerick Generating Station and 50-353 Units 1 and 2)
AWPP Motions For Extention Of Discovery Time Based On New Information Judges Lawrence Brenner, Chairman, Richard Cole, and Peter Morris Gentlemen:
As a consequence of the unbelievable revelations at the Zimmer nuclear reactor documented in the Philadelphia Inquirer, the terms
" quality control", " quality assurance", " qualification testing",
" redundant inspection systems", and all the regulatory requirements of the Nuclear Regulatory Commission turn out to be meaningless.
And instead of insuring the safety of the public, these guides were actually used to hide thousands of flagrant, criminal, construction procedures.
As a consequence of Marvin Lewis's anonymous Limerick in-house information source represented to AWPP (Romano), and as a consequence in particular of revelations of Thomas Applegate demonstrating the impossibility of overcoming the might-as-well-be conspiracy involv-ing the contractors, sub-contractors, the Applicant, and the Nuclear Regulatory Commission, itself, to cover up flagrant criminal violat-ions of specified and supposedly double-checked procedures (including the use of harrassment and intimidation),the ef fort to fully probe gross deficiencies in consturction like the already proven case of falsification of records ( 7 6-0 6-01 (VI-1), and repeated false state-ments of re-inspection having been done, AWPP makes the following tvio motions:
