RECOMMENDED SCHEDULE FOR WNP-3 PROCEEDING In its Memorandum and Order dated April 21, 1983, the Licensing Board directed that the Washington Public Power Supply System (" Applicant"), NRC Staff and petitioner 1

confer regarding, and file with the Board, a recommended schedule for the submission of proposed contentions by petitioner and the subsequent responsive filings of the other parties, and the time and place for holding the special prehearing conference.

Following discussions, the parties all agree to the following schedule:

June 15, 1983 -- Petitioner files its supple-mental petition to intervene; July 6, 1983 -- Applicant files its Response

  • to the supplemental petition; July 11, 1983 -- Staff files its Response to the supplemental petition; B305100420 830505 .

August 3-4, 1983 -- Special prehearing conference.

Applicant notes that the proposed schedule reflects a compromise between the parties, viz., Applicant would have preferred that petitioner file its supplemental petition sooner than June 15, 1983. Further the proposed schedule increases the lengths of time prescribed in Sections 2.714 and 2.730 of the NRC Rules of Practice for the submittal of responsive pleadings and fo'r the Licensing Board to review the supplemental petition and responsive pleadings prior to the Special Prehearing Conference. If this schedule proposed by the parties is adopted by the Board, Applicant would have 21 days to respond and the Staff 26 days to respond to the supplemental petition. The Board would receive the last of these responsive filings 24 days before the prehearing conference. The Licensing Board has the authority, pursuant to 10 C.F.R. $$2.711 and 2.718, to modify the time periods prescribed in the Rules and Applicant respectfully requests that the Board do so by modifying the time periods as set forth above.

Applicant recommends that the Special Prehearing Conference be held at the Montesano Courthouse, Montesano, Washington and that it commence at 9:30 a.m. Montesano is the closest location to WNP-3 at which the Special Pre-hearing Conference could reasonably be held. All parties have agreed to this location and time.
