Implementation (NUREG 0737, I.C.1)

This letter transmits the ATOG Procedures Generation Package in response to Generic Letter 82-33. The TMI-1 ATOG Procedures Generation Package l was described in our letter of December 29, 1983 and includes additional information requested by the NRC staff in a meeting on January 6, 1984.

The 1MI-l ATOG Procedures Generation Package consists of the following:

I. Plant-Specific Technical Guidelines A. TDR 517 - THI-l Plant Specific Technical Guidelines Derived from ATOG (Attachment 1) - This report provides

the plant specific guidelines derived from (1.) Babcock &

Wilcox (B&W) ATOG developed for TMI-1 from Oconee ATOG (2.) additional information on Anticipated Transients Without Scram (ATWS) and natural circulation which was provided to the staff on July 2,1983, and (3.) GPUN tube rupture guidelines which were used in place of the B&W ATOG tube rupture guidelines.

B&W ATOG for TMI-1 was given to the RC staff on January 6, 1984. GPUN tube rupture guidelines were provided to the NRC staff on September 30, 1983.

1. Loss of Offsite/Onsite Power
2. Small Steam Line Break
3. Loss of Main Feedwater
4. Excessive Main Feedwater These documents (Attachment 2) represent a comparison of TMI-1 ATOG with ANO ATOG and were prepared by B&W using the same methodology as that used to prepare the documents that compare Oconee ATOG with ANO ATOG which were reviewed by the NRC staff. GPJN hcs reviewed the B&W documents which compare TMI-l ATOG with ANO ATOG, however, GPUNC did not verify the accuracy of the comparisions.

B. Comparison of Writers Guide for Abnormal Transient Procedures with NUREG 0899 (Guidelines for the Preparation of Emergency Operating Procedures)

(Attachment 4) - This document is being provided in response to a request by the NRC staff made during our meeting on January 6,1984 and includes a justification for variance between the TMI-l Writers Guide and NUREG 0899.

Mr. John F. Stolz 5211-84-2C15 Abnormal Transient Procedures (1210-1 through 10) are available for use in the control room. All operators have completed phase 1 of the ATOG training program. The balance of phase 2 training will be completed in February, 1984 including the evaluation of each shift on a crew and an individual basis. GPUN intends to have the operating crews qualified in ATOG prior to power ascention, however, ATOG qualification should not delay criticality or low power physics testing.

The above documents including those referenced documents which were provided to the NRC staff earlier, constitute GPU's submittal of the complete ATOG Procedures Generation Package as requested by the staff in order to expedite NRC review.
