Dear Sir:
Boston Edison has, in the past, made a number of submittals concerning the issues contained in References A and B.
The draft Technical Evaluation Report supplied by the NRC to us, and subsequent conversations with the NRC Project Manager (NRR) for Pilgrim Station have demonstrated the need to expand the scope of our effort to satisfactorily address your concerns.
The planning of this effort has indicated that it would not substantially impact our response to not only move forward with this effort, but to carefully review our past work.
We are confident that our past efforts to implement interim actions, and to address technical and procedural concerns have been consistent with our interpretation of NUREG 0612.
However, to ensure the correctness of that interpretation,' and to provide an effective, comprehensive conclusion to all elements of NUREG 0612, Boston Edison has redefined the project scope and has retained an engineering consulting firm with extensive NUREG 0612 experience.
A schedule based on our new scope indicates that we shall submit a report by July 15, 1983.
This report shall address the issues required for the six month and nine month reports.
Accompanying this letter is an attachment which is a plant specific analysis for Pilgrim Station. It deals with postulated vessel head drops, shroud head assembly drops, and steam dryer assembly drops onto/into the reactor vessel by the reactor building crane. This report concludes that such postulated events would not re-sult in criticality, loss of reactor coolant, nor a release of radioactivity.
