Dear Mr. Denton:

The referenced letters transmitted material for the Callaway Plant and Wolf Creek Generating Station draft Technical Specifications. Last summer, the NRC staff agreed to perform a review of those sections of the draft Technical Specifications common to both SNUPPS units (Callaway and WolfCreek).. The simultaneous review of the Technical Specifications for both units was explored since it would make the most effective use of NRC and SNUPPS staff time.

Through further discussions with the NRC staff, it is now apparent that if the entire Technical Specification review is not completed through the

" proof and review" stage at the same time for Callaway and Wolf Creek, then the efficiency gained by applying the Technical Specification review of the first SNUPPS unit to the second unit will be lost. The portions of the proposed Technical Specifications which are not common between Callaway and Wolf Creek are not extensive. These site unique portions are related to the environs of the two sites such as the lake and asso-ciated systems at Wolf Creek versus the cooling tower and UHS pond and associated systems at Callaway. There are also some differences in organizational structure and operational philosophy.

It is requested that a simultaneous review of the Callaway and Wolf Creek Technical Specifications be performed in the interest of stan-dardization and review efficiency.

Very truly yours, f
