This letter responds to your letter of November 29, 1982 that transmitted IE Inspection Report 50-247/e2-20.

You requested a status report on the extent and progress of our program for upgrading procedures, a description of interim controls until the program is complete and the schedule for adding the low suction prsssure cut-offs for the Gas Stripper Feed Pumps.

I.

Operating Procedures Review and Update Program Status In September, 1982, we contracted with Stone and Webster Engineering Corporation to implement a detailed program to review and update the operating procedures for Indian Point Unit No. 2 (IP-2).

The program includes a systematic review and revision of all Plant Operating Procedures (POP), System Operating Procedures (SOP), Alarm Response Procedures (ARP), Emergency Operating Procedures (E), Abnormal O.perating Instructions (A), and Checkoff Lists (COL) for IP-2. These procedures will be reviewed for functional adequacy, consistency with TMI and other plant modifications and to ensure operational commitments are met.

Con Edison operator comments and suggestions for procedure improvement are also being considered in the review process.

Oonsistency and completeness of review will be maintained by use of procedure review checkoff sheets.

'Ibe procedure review and update program will require about thirty man years of effort by Stone and Webster and is scheduled for completion over a period of approximately nineteen months. The planning and document acquisition phase of the project, a major effort, is virtually complete.

1 Project general instructions are being completed and an overall project schedule for technical review of all documents and revision of procedures has been developed. We are developing a Station Administrative Order for all st-tion procedures and an Operations Administrative Directive for plant operating and emergency procedures.' These administrative measures will establish the necessary policy and responsibilities to implement the improved procedares and keep them current.

Approximately 50% of the existing operating procedures have been reviewed by IP-2 operators in accordance with a check list prepared for this phase of the program.

II.

Interim Controls Station Administrative Order 133 Revision 0, Procedure Adherence and Use Policy, was established to define the station policy concerning the need to adhere to procedures.

This station order became effective August 16, 1982 and reinforces operations policy regarding the use of procedures set forth in Operations Administrative Directive, OAD 5.

These administrative measures require that whenever a procedure is found to be inadequate or incorrect Temporary Procedure Changes will be used by Operators.

Nuclear Plint Operators have been instructed by their managers that if

-an operation cannot be performed using existing procedures they shall initiate a Temporary Procedure Change through the Senior Watch Supervisor.

Temporary Procedure Changes will be used as bases for permanent procedure modifications.

In addition, all Temporary Procedure Changes are reviewed by Site Nuclear Safety Committee which provides an opportunity to identify design related procedural problems.

III.

Gas Stripper Feed Pump Modification The addition of the low suction pressure cut-offs for the Gas Stripper Feed Pumps is scheduled for completion by March 31, 1983.
