Dear Mr. Stolz:

Toledo Edison is pleased to submit the attached " Draft Integrated Living Schedule Program Plan for the Davis-Besse Nuclear Power Station" to the Nuclear Regulatory Commission (NRC) for review. As you are aware, Toledo Edison has been developing the systems and internalizing the processes associated with the Integrated Living Schedule Program (ILSP) since early in 1983. We have had several meetings with NRC personnel to discuss our approach to the ILSP and have also provided you with written status reports (i.e., May 19, 1983, Serial No. 940; July 18, 1983, Serial No. 964 and September 20, 1983, Serial No. 989).

The attached draft plan documents the ILSP process that TED proposes to implement in conjunction with the NRC. We feel certain that this process will allow TED and the NRC to; 1) optimize the allocation of TED and NRC resources among those activities necessary to assure the continued safe, reliable and economic operation of Davis-Besse; and, 2) achieve the appropriate balance and prioritization between TED initiated activities and NRC required activities, thereby providing a rational basis for planning, scheduling and implementing necessary plant betterment projects at the Davis-Besse Nuclear Power Station.

Furthermore, consistent with the recent discussion that we have had with the NRC, the ILSP represents a major area of activity in our overall Performance Enhancement Program (PEP). In this regard, we believe that significant progress has been made towards internalizing the ILSP process ,

into our normal business practices. However, we recognize that the fully J effective program we intend to have is still evolving. Therefore, as part of our PEP activities we will be identifying a specific action plan to improve upon the effectiveness of our implementation of the ILSP process.

Improvements in implementation effectiveness sho"1d not alter the basic concepts identified in the attached draft plan. However, we will continue to keep you informed of the status of our PEP activities pertinent to the ILSP.

As indicated in tu- September 20, 1983 letter (Serial No. 989) we have been utiliziag tle ILSP process as the basis for developing our fiscal year 1984 capital program budget. Our budget process for 1984 has been initially approved pending current ILSP input and will be modified in late March. Therefore, we will be in a position to discuss our 1984

" Implementation Schedule" with youiaf ter April 1,1984. With regard to the "Long Range Plan" (i.e. , projects planned but not bildgeted, post -

1984), we are continuing our efferts towards developing that plan and expect it to be available for discussion during the third quarter of 1984.

1. The " Davis-Besse Nuclear Power Station Integrated Living Schedule Program Plan" (The Plan) submitted on is approved.

a) The Plan shall be followed by the licensee from and after the effective date of this amendment, b) The licensee is required to maintain current revisions of, and provide reports regarding, schedules associated with the Plan in accordar.ce with the terms of the Plan and failure to do so shall '

constitute a. violation of this license condition.

c) Completion dates for Category A projects shall be changed only in accordance with applicable NRC procedures. Changes to dates for Categories B, C and D projects do not require a license i amendment. Failure to complete items listed in the Implementa-tion Schedule or Long Range Plan in accordance with dates there specified shall not constitute a violation of this license condition, but may constitute a violation of a specific regula-tion, order or license condition imposing such date. l

2. This license amendment shall be effective until (Date will be set for a 2 year effective period), subject to renewal upon application by the licensee.
3. - This license amendment is effective as of the date of issuance.
