Dear Mr. Conner:

Your letter dated January 19, 19 84, bearing a postmark of January 20, 1984, addressed to Martha W. Bush, Esquire and Mrs. Phyllis Zitzer was received ~ in this ^6ffice on January 23, 1984.

Apparently your letter was mailed on the. same day as our telephone conversation concerning the City's offsite emergency planning issues.

As you will recall, we did briefly discuss some general areas of our 'possible offsite planning concerns; and in particular, our concerns with Appendices 17 et seq.

of the Pennsylvania Disaster Operations Plans, Annex E.

I believe that you indicated that you may not be interested in participating in the City's discussions with the Commonwealthe concerning the foregoing.

Nevertheless, we are commudicating herewith the areas about which we are still considering draft-ing contentions.

These areas are as follows:

1.

Protection of water and food sources and provision for alternate sources,

'2.

Interdiction in City areas. Confiscation of contam-

, inated material. Restricting distribution thereof, and thus limit-ing accessibility of people to contaminated material (food, grains, wild life, water, dairy products, etc.)

3.

Relocation of Philadelphians within the Ingestion Exposure Pathway.

4.

The adequacy of the plans for reentry and recovery of contaminated items within the. City of Philadelphia and within the Ingestion Exposure Pathway.--

The adequacy of the emergency planning for large metropolitan areas in the Ingestion Exposure Pathway.

The adequacy of the dose projections and monitoring in the Ingestion Exposure Pathway.

It in our proposal that yntir meeting with Mrs. Zitzer and the Commonwealth ~ representatives proceed at 9 :30 A.M.

on January 26, 1984, in our conference room, '(or elsewhere, if you so desire), and that following same, we will meet with the Commonwealth representatives in our offices commencing at 1:30 P.M.

or earlier if the first meeting has concluded sooner.

Of course, if you believe that you have any interest in the foregoing topics,

you can decide whether or not you wish to attend the second meeting together with any individuals you may desire to accompany you.
