On November 27, 1990, we submitted our Design Report for the Station Blackout / Electrical Safeguards Upgrade Project.
This report contained a detailed schedula of activities necessary to complete the project, including activities directly related to satisfying NSP's commitment to comply with the Station Blackout Rule, 10 CFR Fart 50, Section 50.63, for Prairic Irland.
On March 6. 1991, we received the referenced Station Blackout Supplemental Safety Evaluation from the NRC.
'ihis safety evaluation documented NRC's acceptance of the schedule provided by Reference 1 and at the same time recognized that, "Due to the size and complexity of this project, therc is considerable possibility for schedule delays to occur."
In a recent reassessment of project progress, it became apparent that we will not be able to meet a schedule that would allow us to install and test the necessary hardware prior to startup of cycle 15 for Prairie Island Unit 2 (scheduled for early 1992).
In this reassessment, we have determined a schedule that vill allow us to complete construction, testing and necessary implementing procedures for all Station Blackout related activities by December 1992.
