Enclosed is one or'ginal and ten additional ccptes of Fire Protection Operability Requirement (FPOR) 14, Issue 7, and the revised Ta',le of Contents (TOC), Issue 16.
The-TOC and FPGR should be inserted as replacement pages in Jection FP 6,1 of the Fort St. Vrain (FSV) Fire Protection Prrgram Plan, Revis h 5, which was submitted to the NRC in the refa
,weo letter.
This-FPJ revision is being t.*ansmitted in a;corde e with the requirements of 10 CFR 50.71(e).

The fire doors perform the same basic functions as fira barriers. Also listed in the table are doors which are maintained as Halen barriers only. Door #016 has been eliminated from the tab'e since it is neither a fire door nor a Halon barrier.

A 10 CFR 50.59' safety evaluation was performed on the FPOR revision.
The evaluation determined that the revision was not safety related or safety significant,. and did not involve or create an unreviewed safety question. The revision does not require changes to the FSV Technical Specifications.
