Dear Mr. Taylor:

b The Defense Authorization Amendment and Base Closure and Realignment Act (Public Law 100-526) directed the closure by 1995, of the U. S. Army Materiels Technology Laboratory (MTL) located in Watertown, Massachusetts.

As part of the closure program at MTL, the Army will decontaminate and totally dismantle the deactivated g

research reactor and Building 100, which houses the reactor. The Nuclear Regulatory Commission (NRC) has advised the Army that a one-year review period will be required for review of the MTL reactor decommissioning package.

The Army requests the NRC expedite the review and approval process to a six-month timeframe. Approval within this six-month timeframe will allow adequate time for ren. oval and disposal of low-level radioactive waste prior to the January 1, 1993, moratorium date as speci-fied by the Low-Level Radioactive Waste Policy Amendments Act of 1985 (Public Law 99-240).

We would welcome any assistance you may be able to provide and, would be pleased tc brief the NRC statf at your convenience. In any event, I would like to meet you on or oefore October 25, 1991.
