Schedule for Implementation of Emergency Response D.ita System (ERDS)

In response to Generic 1.etter 89-15, fmergen:y Response Data System, Omaha Public Power District (OPPl>) volunteered to participate in the EROS Program in Reference 2.

l The f%al rule (10 CFR 50 Appendix E) associated with implementation of an ERDS requires that licensees submit an implementation program plan by October 28 19 This letter satisfies that requirement. Furthermore, as outlined below,!1.OPPD 91ans to be in full compil'.nce by completing the implementation by August 1, 1992.

The fe110#..ig information is supplied with milestones corresponding to the activities outlined in NUREG-1394, Appendix A:

1) The NRC notifies the contractor, El Internat.ional, Inc. (EI), that a utility has received a site surve, questionnaire.

2) After the utility has received the que5tionnaire, they will be contacted by EI.

i Ibis initial documented contact was made with OPPD by Mr. Tony P. LaRosa, the Project Manager at HUS/El Division, in Reference (4).

3) A Site visit will be arranged.

l The site visit by Mr. J. R. Jolicoeur of your staff and Ms. L. Saul of NUS/El was held on June 18, 1991, l m:

4) The HRC will install phone lines at the site.

Phone line installation as part of the FlS-2000 s during the site visit and is part of the ovarall 'ystem was plan to requested upgrade the NRC's emergency communications system.

5) 1he Utility then answers and returns the site survey questionnaire containing the DPL and PAL inforoation to the NRC.

OPPD anticipates the com>1etion and return of the site survey, which includes the Data Point ibrary to the NRC and NUS/El by December (DFL) and Plant Attribute Library (PAL),

6) If the plant's computer systeci requires customized ERDS reception software, specific ERDS code will be developed and implemented by El.

This task has essentially becn completed by NUS/El. NUS/El is currently contracted by 0 PPD to perform a hardware and software upgrade to fort Calhoun Station Emergency Response facility Computer System (FRfCS)/ plant computer and therefore is scheduled to test the ERDS software as part of this system installat'. 1992.

7) In parallel with El software development, the utility will design and write their data transmission software.

OPPD has contracted NUS/El to provide the ERDS software for the ERfCS.

Based on knowledge of the ERD $ and OPPD's plant computer system, OPPD believes that other than the addition of the Data Point Iibrary (DPL) this task is complete.

8) Preliminary software testing is the next step and is the first attempt at transferring data between the plant and ERDS computers. The preliminary software test performs initial data transmission testing of the utility's software and any custom code El has developed. This is in actuality the software debugging period and problems are to be expe<.ted.

OPPD plans to complete this step in conjunction with ste) 9 below during the Factory Acceptance Testing (FAT) period for OPPD's E WC5 upgrade.

This is currently scheduled to take place during December 1991. Use of this method was verified as acceptable via a telep 6 ne call with Mr. J.

Jolicoeur on October 8, 1991. TMse dates are dependent upon the time required for approval of the DPL by your staff,

9) Following the preliminary software tests and the initial data transference between the plant and the ERDS computers, a formal test will be conducted at El prior to adding the licensee to the ERDS.

If time permits, OPPD plans to complete this step in conjunction with step 8 as mentioned above. If tinie does not permit, this step will be completed in conjunction with step 10.

10) A formal test is then conducted on the ERDS computer at the Operations Center. This is the final test to demonstrate system functionality.

Again, data transmission will be from the designated plant computer system.

OPPD plans to perform this test as soon as possible after the installation of the FTS-2000 phone line If complications arise, functionality testing may have a completion date as late as July 1. 1992. This date is also dependent upon the installation date of the FTS-2000 phone line and review time by your staff-

11) The final step in the schedule has the utility on-line with all development and testing completed.

With allowance for potential complicatio,1s or delays, this step should be reiched by August 1, 1992.

In sumary, this information fulfills the requirement for an ERDS implementation progrum plan as required by 10 CFR 50 Appendix E. OPPD plans to complete the implementation by Auoust 1,1992; full compliance will therefore be achieved by February 13' 1993 as detailed in the final Rule.
