Dear Mr. Seidle:
The Reference transmitted the NRC's Systematic Assessment of Licensee Performance (SALP) Board Report of Wolf Creek activities to KG&E.
The Reference requested that any comments be forwarded to your Region IV Office. KG&E generally agrees with the categorization of the functional areas assessed by the Board. However, the following observations are proffered for the NRC's consideration in three of the evaluated areas.
Noncompliance Citation A single noncompliance citation concerning protection of Class IE electrical circuit breakers is highlighted in l'ath the Safety-Related Components and Electrical Power Supply and Distribution functional areas. Both of these areas were rated Category 2 by the Board. Although reportable events are only one of several NRC evaluation criteria, it is not clear that KG&E was not downrated by the Board in these two evaluated areas because of a single noncompliance.
Training The Licensing functional area was given an overall Category I rating by the NRR Project Manager and the SALP Board. Appendix B of the report lists the attributes evaluated by NRR in arriving at the Licensing composite rating. Given that the construction completion of Wolf Creek is such that we anticipate operator examinations being given in mid-1984, we were pleased that the Board has already recognized our involvement and concern with nuclear safety during this preliminary stage. KG&E is currently conducting a plant specific lecture series and giving system qualifications checkouts to our licensed operator candidates. As the time for examinations draws nearer, our training efforts in the plant specific topics will become more intensified.
We at KG&E feel that even though our operator examination date is still a considerable distance in the future, several of our training program attributes are unique and deserving of mention for their merit. Although the next milestone which will gauge the success of our operator training program is the successful passing of the qualification tests of our candidates, we feel that because of these features our operator training program is and will be superior to other programs in providing knowledgeable and safety conscious operators. These attributes are:
a)
College program. In our concern for nuclear safety, we have chosen to send our operating personnel through college courses to achieve the NRC's goal of having skilled operators with a college level education in technical subjects rather than merely fulfilling the NUREG-0737 interim requirement of having STAS.
b)
Site Specific Simulator. KG&E has purchased from Wedinghouse a Wolf Creek plant specific simulator. We have taken extra steps to insure the relevancy of this simulator by having many of our knowledgeable personnel who have had previous operating experience actively involved in the development and testing of the simulator. This testing program started in late February and is currently scheduled to be completed in early November of this year.

Simulator Training Quality. KG&E has further assured that the W lf Creek simulator will continue to be a quality training o
tool af ter it is in use at the site by having a Senior Engineer at the Westinghouse simulator construction facility during its entire period of construction and testing.
This Senior Engineer has been actively involved with the Westinghouse design, construction and programming personnel who are building the simulator. He will use this intimate knowledge when the simulator is placed in service at the Wolf Creek Site where he will be actively involved in the 1

The WCGS training program does not, of course, rely solely on the above unique features to insure the competence of our operators. In addition to these programs, our licensed operator candidates have been involved in the expected training programs, including experience periods at operating plants and cold license certification programs at a SNUPPS simulator while awaiting arrival of the Wolf Creek specific simulator.
