PERSONNEL INJURIES A. PyRPOSE The purpose of this procedure is to provide guidelines l for first aid personnel responding to personnel injuries.

l 1. Avoid moving an injured person until the nature and i scope of his injuries are known.

2. Immediate evaluation of potential contamination should be made by qualified personnel.

E. Lif I T A_T I ON S AND A(TIONS

1. The Shift Engineer will alert the Rad / Chem Department and indiviaual s trained in first aid of personnel injuries in accordance with Reference 2.

I 2. Under all circumstances, unnecessary exposure to ~

radiation should be avoided. Under emergency conoitions, the risk of exposure (usually slignt) to the ambulance personnel, or first aio personnel, should be oalancea against the contricution (usually great) being made toward the health and safety of the injured person (s).

F. PROCEDURE

1. The Rad / Chem Dept. and other individuals trained in first aid will perform the following for contaminateo and uncontaminated casualties:
a. Administer first aid consistent with the nature and extent of injuries (refer to Reference 3).
o. Nove injured to the First Aid / Decontamination Room and initiate decontamination while continuing first aid. If injured cannot be mcved safely, make injured person (s) as comfortable as possible and await tne arrival of the amoulance.
c. Advise the Shift Engineer of the urgency of need for of f-si te medical support grcups.
d. Rac/Cnem personnel will meet the amoulance at the gate and perform the following:
1) Brief the amoulance attendents on radiation protection procedures to be followed.

i E 2) Provide each attendant with a film cadge, pocket dosimeter of suitaole range, ana a respiratory control device if necessary.

3) Accompany the attendants to the injurea person (s).
e. If the injured person (s) is contaminated, a memoer of tne Rad / Chem Dept. will resain with the ambulance attendants until after they have delivered the victim (s) to the hospital.
1) A member of the Rad / Chem Dept. will provice guicance in the use of equipment and l

protective clothing to control the spread of contamination at the hospital and will gather contami nated material s for return to the Station.-

2) while enroute to the hospital, if time and the nature of the injuries permit, Rad / Chem personnel will survey tne casualties  !

F. PROCEDURE

1. Upon noti fication of an oil spill, tne Shift Enginuer sill follo either the Oil Spill Reporting Cnain, refer tC Attachment A, or Repcrting Requirements for PCB Rc1sases, refer to Attacnment 3.
2. The SPCC pl an (Referenca 1), including the syste.ns and procecures, shoulo us consulted.
3. Depending on the size and the seriousness of tne spill, the Shift Enginaer ina y order containment ano I claanup actions acccrding to the follcaing:

Purpose:

This guideline is to-be followed-to ensure compliance with the " Comprehensive Environmental; Response, Compensation and Liability Act'of 1980," commonly referred-to as Superfund..

Summary: .The above referenced Act requires ~'immediate notification-

'to the National Response Center.in the' event of a~ release to the environment of-ten pounds or more of PCB. Also, reasonable notice shall be provided to_ potential injured parties-by publication in local newspaper serving _the af-
