Toledo Edison acknowledges receipt of your December 16, 1983 letter (Log No. 1-88P), referencing Toledo Edison's letter dated November 25, 1983 (Serial No. 1-395), in response to Inspection Report No. 50-346/83-19 (Log No. 1-862).

Toledo Edison herein offers further information in response to noncompli-ance item 26:

Violation:

10 CFR 50, Appendix B, Criterion II, Quality Assur-ance Pregram, states in part ".

. The apnlicant shall establish.

a quality assurance program which complies with the requirements of this appendix.

The program shall be documented by written policies, procedures, or instructions.

.the program shall provide for indoctrination and training of personnel performing activities affecting quality as necessary to assure that suitable proficiency is achieved and maintained.

Toledo Edison Quality Assurance Manual Sections 1 and 2 delineate responsibilities for administration of the training program including establishing training programs and courses, supervising course presentation, evaluating training ef f ectiveness and training and retraining of personnel. The QA Manual also lists Criteria I, II, V, V1, XVI, XVII, and XVIII as applicable to personnel training.

Contrary to the above, the licensee has not ade-quately implemented all the elements of the Quality Assurance Program for personne) training in that:

The Quality Assurance Manual does not assign training responsibilities specified in ANSI N45.2-1977 to any organization.

Response: (1) Corrective action taken and results achieved.

l The training program diagnostic evaluation mentioned in our letter of November 25, 1983 (Serial No. 1-395), has as one of its recommendations the establishment of a management-level training oversight committee. This recommendation has been adopted and this committee is presently being chartered and formulated. This committee will be chaired by the Nuclear Services Director, who is responsible for all training as specified in the Davis-Besse Quality Assurance Manual. The Manager, Nuclear Training Depart-ment, serves as executive assistant. Committee membership consists of all Nuclear Mission Division Directors, except Nuclear Projects, with the Vice President, Nuclear serving as an ex-officio member. The committee has oversight responsibility to assure the adequacy of all Davis-Besse training programs. They will also monitor the progress of the recently initiated Training System Development (TSD)

Action Plan which is designed to achieve accreditation of the Davis-Besse training programs by INPO.

(2) Corrective action taken to avoid further noncompliance.

Establishment of a management-level training committee will ensure adequate training oversight, as well as administra-tive controls, and Training Department procedures which are approved by the Nuclear Services Director for training provided in functional areas affecting safety and the overall Nuclear Mission within the Davis-Besse organization.

This will include the areas of Engineering and Facility Modifications, which were addressed in your letter dated December 20, 1983.

The management-level oversight committee will be functional by February 22, 1984, and accreditation of the Davis-Besse training programs will be accomplished on a schedule, yet to be determined, which is mutually agreeable to both INPO and Toledo Edison.
