Beaver Valley Power Station Unit No. 2's (BVPS-2) previous le t t er t
(Reference b), pr es ent ed the plan for demons tra t ing compliance with the c ri t eri a for resolui. ion of TMI Act ion Plan Item II.K.3.5 which were es tab-lished in Generic Letter 83-10c, dated February 8, 1983, fo r cons truct ion permit ho lde rs.
This res pons e is int ended to upda t e the s t atu s of the Westinghouse Owne rs ' Group (WOG) planned res pons es to Generic Letter 83-10c.
A submittal to part ially fulfill the requirement s has been trans-mitted to the NRC by WOG, letter 0G-110, dated December 1, 1983 (Sheppard to Ma t t son), the date by which all part s of the WOG program are to be completed has now been revised to March L, 1984.
Sect ion I of the attachment to NRC letter 83-10c was concerned with
" Pump Operation Criteria which can Result in RCP Trip During Trans ient s and Accident s."
S ubsect ion 1 of Section I present ed guidelines fo r es t d> 1i sh-ing set point s for RCP Trip.
The WOG res ponse to this sect ion of Generic Letter 83-10c is cont ained in Revision 1 to the Emergency Response Guide-lines, which has been approved and issued. As stated in Reference b. BVPS-2 will review the W Emergency Response Guidelines Revision i for developing its own plant-specific emergency operating procedures and that BVPS-2 plans on having its plant specific E0P's draf ted by August 1, 1984.
The RCP Trip Criterion being adopt ed in the BVPS-2 s pc ci fic eme r-gency operating procedures will assure RCP trip fo r all los ses of primary coolant fo r wh ich trip is cons ide red necessary.
It will also pe rmi t RCP operation to continue during most non-LOCA accidents.
This includes steam generator tube rupture event s (SGTR) up to the design basis doub le-e nded tube rupture. The generic applicability of the RCP trip criterion selected h as be en documented by the WOG in "Evalua t ion of Alt e rnate RCF Trip Criteria," September 1983, which has been submitted to the NRC for review.

Subsect ion 2a requires that compliance with 10CFR50.46 be demonstrated in an Appendix K small break LOCA analysis given that the RCP's are tri p ped two minutes after the onset of reacto r cond i t ions corres po nd ing to the RCP trip set-point.
Wes t inghouse has comple t ed generic ve ri f ica t ion fo r the WOG that 7
predicted LOCA transient s, presuming the two-minut e delayed RCP trip.
This ve ri f ic a t ion is nearly ident ic al to those pres e nt ed in Safety Anal ys is report s ut ilizing tt.e WFLASH Evaluation Model.
Thus, BVPS-2 's Final Safety Analys is Repor'; is a valid means to demonstrate compliance with the Subsec-tion 2a guidelines as stated in Reference b.
Westinghouse is now pe rfo rming better es timate WFLASH analyses to demonstrate, generically compli ance with the guidelines pr es ent ed in S ubsect ion 2a of Sect ion I of the at t achment to Generic Letter 83-10c.
These analyses will ident ify the minimum t ime available for operator act ion for a range of break sizes such that the ECCS acceptance criteria of 10CFR 50.46 are not exc e eded.
It is expected that the minimum t ime available fo r operator action will exceed the value cont ained in N660.

The WOG int end s to submit the generic repo rt justifying manual RCP t rip by March 1,
1984.
As st at ed in BVPS-2 res pons e to Generic Letter 83-10c (Reference b), BVPS-2 will evaluate the criteria upon complet ion of the WOG report and will incorporate the information into the plant speci fic EOP(s) by August 1, 1984.
