Byron Station Units 1 and 2 DC Cable Failure NRC Docket Nos. 50-454 and 50-455

Dear Mr. Keppler:

On September 16, 1982 Commonwealth Edison Company notified Mr. H. Wescott of your of fice of a deficiency reportable pursuant to 10 CFR 50.55(e) regarding the f ailure of several DC cables in an underground duct at Byron Station.

For your tracking purposes, this deficiency is numbered 82-07.

This is an interim report.

A final report should be available by April 1, 1983.

Description o f Deficiency Several single conductor number 2 DC cables have f ailed to ground in an underground duct which runs from the Byron auxiliary building to the essential service water cooling tower.

These failures occurred af ter the cables had been tested and placed in service.

Adjacent cables in the ducts have apparently not been damaged.

The failed cables have not been pulled out yet so the root cause of the f ailure is not known at this time.

Analysis of Safety Implications The specific safety implications cannot be determined until the cause of the failure is known.

In general, loss of DC could result in loss of remote control of essential service water cooling tower electrical equipment.

Corrective Action Taken Circuits utilizing the f aulted cables have been rerouted.

The other circuits in the chambers with failed cables are also being rerouted so that the cables can be pulled out for inspection.

Because of cold weather this work may not be completed for several months.

A final report on this deficiency will be available by April 1, 1983 a t the latest.
