RETS FUNCTIONAL TEST CLARIFICATION

Dear Mr. Wagner:

With reference to the %lephone conversation of January 10, 1984, between you and Messrs. Ft.ller, Borst, and Novachek of my staff, I

would like to clarify our interpretation of the functional test requirements as contained in Section 8.0 of the Fort St.

Vrain Technical Specifications.

As you know, Specification ESR 8.1.1 - Radioactive Gaseous Effluent, Surveillance Requirements and Specification ESR 8.1.2

- Radioactive Liquid

Effluent, Surveillance Requirements, specify quarterly functional tests for various activity monitors, recorders, flow rate indicators and measuring devices, etc.

The functional tests are intended to demonstrate a control room alarm annunciation in the event of:

"1)

Instrument indicates measured levels above the alarm setpoint.

2)

Circuit failure.

3)

Instrument indicates a downscale failure.

4)

Instrument controls not set in operate mode."

2-As discussed with you on January 10, 1984, at Fort St. Vrain, the control room alarm annunciation / automatic action function is generally tested with the in:,talled radiation monitors and not with the flow indicators, recorders, or flow rate measuring devices.

Therefore it is our interpretation that if instrumentation requiring functional testing does not have control room annunciation capability, the functional test need not satisfy the four criteria listed above.

It is also our understanding that none of our installed instrumentation requires modification to incorporate control room annunciation capability.
