In the ref erence lett.er, Philadelphia Electric Company
<>ECo) committed to submit a Technical Specificat.lon Chango lequest (TSCR) on the Emergency Service Wat.or (ESW) system by September 30, 1991.
This TSCR will propose new out-of-service timer iar the ESW pumps and the Emergen :y Cooling Water (ECW) pump justified by upgrades to the ECW sys: item and it.s support.

During the review process, it. was det.ormined that. the proposed TSCR was incomplete.
The TSCR is expected to be completed by the end of the year and PEco has requested opproval to delay submittal until December 31, 1991 This request was granted in a September 26, 1991 telephone conversation between J.
Shea, Project Manager for PBAPS (USNRC) and G. J. Siefert (PECo).
