part 21 Notification for Fairbanks Mor$c Engine Division Model 38TD8-1/8 Cooling System Investigation -

Arkansas Nuclear One Unit #2

Dear Sir:

Co7fi nning our Fax report of September 13, 1991, Fairbanks Horse was asked, via purchase order from Entergy, to evaluate six operating scenarios for Arkansas Nuclear One Unit #2. Arkansas Power, through Entergy, reported a mismatch in heat duty between the air cooler heat exchanger and the jacket water heat exchenger.

This was discovf.reu pursuant to Arkansas Nuclear's evaluation of thermal response of heat excl. angers, in response to Generic 13.

This report applies only to heat exchanger coled B-1/8 Letter 89 Opposed Piston skid units, with a keepwarm system conrnon te tl'e air cooler and jacket water systems.

Fairbanks Morse has completed the analysis of the six different system "non-design scenarios", as requested. As a result, we have detennined that under the extreme postulated conditions that include a raw water input to the.

air cooler heat exchanger of 124'F, the unit will not carry the 2518 KW load required under accident conditions, without driving the engine into unacceptable operating conditions.

We have provided the utility with a full copy of our Engineering Report, which contains a temporary fix, and permanent solution to the problem.

Very truly yoursn
