By letter of July 26,.991, Alabama Power Company requested a change to the Quality Assurance and Security Programs to delete the present final Safety Analysis Report (FSAR) requirement for biennial reviews of safety-related and security procedures.
On August 28, 1991, the NRC requested that Alabama Power Company address the deletion of the biennial reviews for the Quality Assurance Program and the Security Program procedures separately.
Pursuant to that request, Alabama Power Company hereby withdraws its request to del 3te the biennial review for security procedures.
Therefore, by Alabama Power Company letter of July 26, 1991 as supplemented by this letter, Alabama Power Company is requesting NRC approval for a change to the Quality Assurance Program to delete only the present FSAR requirement for biennial review of safety-related procedures.
This will not include security procedures or emergency implementing procedures.
The Security Program and Emergency Plan procedure raview requirements may be addressed as separate issues at a later date.
l As a result of this arrended request, some of the FSAR changes proposed in l
Alabama Power Company's July 26, 1991 letter require revision.
A revision is required to the changes proposed in FSAR Section 3A-1.33 (page 3A-1.33-1).
This revision is attached.
FSAR Section 13.5.8 (page 13.5-12) will not require any r security procedure review only.evision since this section addressed the Changes to FSAR Sections 13.5.1 (page l
13.5-4) and 17.2.1 (page 17.2-7) remain the same as provided in Alabama Power Company's July 26, 1991 letter.

CONTORMANCE This topic is addressed in section 17.2.
During original plant licensing, a 24 month review process for til safety related procedures was developed to meet the intent of Safety Guide 33 and ANSI N18.7-1972.
Since the procedural process has now matured and adequate programs to assure procedural revisions consistent with plant design, operational, and regulatory requirements are in place, this original commitment has been modified to require biennial Quality i
Assurance audits of_the procedural development and maintenance program utilizing a representative sampling process. Therefore, the 24 month 1
review process discussed above is no longer required.
