Letter from S. A. White to The Honorable Lando W. Zech, Jr., Chairman, dated July 17, 1986 The purpose of this letter is to provide the status and basis for closure of TVA's procedure upgrade and enhancement program commitments.

As discussed in References 2 and 3, TVA committed to a long-term procedure upgrade and enhancement program. This effort was intended to realign site procedures based on new corporate level documents, to reduce complexity, to incorporate human factor considerations, and to provide clear guidance for conduct of activities. These ccmmitments included the enhancement of maintenance instructions, surveillance instructions (Sis),

and operations procedures.

The status and schedule for the enhancement and upgrade of Maintenance and Operations' procedures were subsequently updated in response to the 1990 Systematic Assessment of Licensee Performance Report (Reference 1) for Sequoyah.

The completion schedule of September 1991 was established for the Maintenance procedures upgrade and, with the exceptiva vf 140 infrequently used procedures, for the Operations' procedures enhancement.

2 U.S. Nuclear Regulatory Commission September 30, 1991 Significant accomplishments have been achieved in the enhancement and upgrade program.

The procedures enhancement program prioritizes upgradin6 of the procedures utilizing criteria that addressed such considerations as importance to safe operation, frequency of usage, and consequence of error in usage. The majority of the high-priority precedures have been enhanced and upgraded.

The Operations group has enhanced and approved 291 procedures with 151 procedures in various stages of approval.

Operations has scheduled the remaining

80 procedures requiring enhancement. The Maintenance organization has enhanced and approved 1,148 procedures, an additional 305 procedures are drafted and in various stages -f approval, and Maintenance plans to enhance 238 remaining procedures.

Technical Support has enhanced and upgraded 547 procedures, of which 476 are approved, and the remaining are in various stages of approval.

The procedures that have not yet been upgraded and enhanced are being upgraded in accordance with the ongoing established procedure maintenance program.

The implementation of and progress achieved in the established upgrade program are considered to have met the intent of the referenced commitments, r'urther enhancements of site procedures will be implemented over the life of the plant, consistent with established programs and overall site objectives.
