0-255/82-08, dated April 26, 1982 reported the results of a surveillance. program inspection conducted in March 1982.

The report contained one item of noncompliance to which a reply is required.

The item of noncompliance and response thereto are as follows:

' Item 1 Title 10, Code of Federal Regulations, Part 50, Appendix E requires, at Paragraph IV.E.9.d, provisions for communications with NRC Head-quarters and the Regional Office Operations Center from stipulated licensee facilities. Such communications shall be tested monthly.

' Contrary to the above, the' licensee has not performed monthly l

testing of the communications provisions since the effective date of Appendix E of August 1980.

Response to Item 1 A.

Corrective Action Taken and Results Achieved I

l The Emergency Notification System (ENS) telephones were tested in May,1982, and were found to be operating satisfactorily.

i Pending changes to procedures, provisions have been established to ensure this test will be performed on a monthly basis.

Corrective Action to Prevent Recurrence A procedure will be developed to require monthly testing of ENS
