Dear Mr. Denton:
The NRC provided its position on modification of the automatic depressurization system (ADS) logic in NUREG-0737, Item II.K.3.18.
In response, the Long Island Lighting Company (LILCO) forwarded its position, via letter SNRC-563, essentially endorsing work done by the Boiling Water Reactor Owners Group (BWROG) and committing to modify the ADS logic in accordance with one of the BWROG preferred options.
That is, LILCO would eliminate the high drywell pressure trip from the current ADS logic sequence so that the ADS system would be activated on low reactor water level only.
Subsequently, BWROG has issued preliminary results of a followup study, endorsed by LILCO, which considered the issues of ATWS and the BWR Emergency Procedure Guidelines (EPG's).
This study, trans-mitted with Reference 1, found that the options previously recommended by the BWROG unexpectedly complicated operator emergency procedores in certain instances.
On April 23, Mr.

Eisenhut responded in a letter to Mr.
T.
J.
Dente of BWROG (attached) that the NRC endorses a delay in implemen-tation of the recommendations made in the original study until after September 30, 1982.
At that time, BWROG is to submit a revised position considering both ATWS and NUREG-0737 concerns.

June 3, 1982 SNRC-710 Page 2 LILCO, as a member of BWROG, has consistently endorsed the Owners' Group position on this matter.
Consequently, LILCO intends to delay elimination of the high drywell pressure trip pending agree-ment upon the best overall response to the ATWS and NUREG-0737 concerns.
It should be noted that the original BWROG report on ADS logic modifications, which was submitted with SNRC-563, indicated that maintaining the present design with new EPG's is a viable option which allows the operator sufficient time to assess the plant condi-tions and depressurize the vessel if warranted.
This conclusion was unaffected by the results in the followup report.
If the results of the new study (September, 1982) indicate that plant hardware modifications are required, implementation will be scheduled for a future refueling outage subject to hardware availability.
LILCO requests that the NRC discussion in the Safety Evaluation Report, Supplement No.
1, Chapter 22, Item II.K.3.18, be revised in accordance with the above.
