Proposed Change to Inerting Technical Specifications

Dear Sir:

Pursuant to Section 50.29 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following changes to Appendix A of the Operating License.

Proposed Change Replace pages 129, 129a, and 140 using the attached pages. These pages provide Limiting Condition for Operation, Surveillance Requirements and Bases for (1) deinerting the containment during reactor operation, (2) performing minor maintenance / inspections, and (3) inerting the containment.

Reason for Change Vermont Yankee's experience has shown that reactor safety and performance can be increased with limited, online, containment entries for minor maintenance and inspection [Peferences (b), (c), and (d)]. This change will provide the limiting conditions for performing this work, while meeting the constraints of an inerted containment.

Safety Considerations The addition of these technical specifications governing inerting, will provide further assurance of improved operation and reactor safety because:

Deinerting the containment atmosphere enhances personnel safety by eliminating the need for inspection and minor repairs in a non-life-supporting atmosphere.

Limited deinerting, to allow online containment maintenance / inspections, will tend to increase overall reactor safety and performance. These measures are deemed to be sufficient to maintain the necessary safety margins and to preclude endangering the public health and safety. Therefore, this change does not involve any unreviewed safety questions.

This submittal has been reviewed by the Vermont Yankee Nuclear Safety Audit and Review Committee.

Fee Determination This proposed change requires an approval that invv2ves a single safety issue and is deemed to enhance overall reactor safety. For these reasons, Vermont Yankee Nuclear Power Corporation proposes this change as a Class III Amendment. A payment of $4,000 is enclosed.

Schedule of Change The change described above will be incorporated into the Vermont Yankee Technical Specifications upon receipt of your approval.
