Dear Sir:
Please be advised that the Reference (a) December 31, 1982 completion date for long term modifications to the Scram Discharge Volume (SDV) System at Pilgrim Station has been re-scheduled for completion in 1983. This schedule change is necessitated for reasons as follows:
1.)
Delivery of new equipment, instrumentation and valves cannot be prcaided by the manufacturers until early 1983.
2.) Total system design not yet finalized, i.e.
a.) Locating, piping and wiring new equipment introduces interferences with existing plant apparatus and systems.
b.) The added weight of new instrument volumes and their radiological shielding requires additional structural and seismic loading analvses of Reactor Building and possible building modifications.
We currently are completing the preliminary design work and are incorporating this modification into our integrated work plan (see Reference (b)) with an assigned priority to assure completion no later than December 31, 1983.
This extension is justified in that the mechanisms involved in the Browns Ferry incident (i.e. poor hydraulic coupling and system back pressure from combined systems drainage lines) are not present at Pilgrim Station because a) the piping and vent layout allows for pmper draining, b) SDV drains are dedicated with no system tie-in's which could provide a source of back pressure, c) Pilgrim has not experienced any significant problems with level instrumentation and d) sonic detectors have been installed to detect possible water buildup in the headers to further reduce any potential risk i
of this type.
