AMENDMENT TO OPERATING LICENSES NPF-4 AND MPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED OPERATING LICENSE AMENDMENTS Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of a change to the Technical Specifications for Operating License NPF-4 for North Anna Unit No. I and an amendment to Operating License NPF-7, for North Anna Unit No. 2. The proposed changes are enclosed.

Technical Specification 6.13 and Operating License Condition 2. C (4) (e) , for North Anna Units 1 and 2, respectively, require all safety-related electrical equipment to be qualified in accordance with the provisions of: Division of Operating Reactors " Guidelines for Evaluating Environmental Qualification of Class IE Electrical Equipment in Operating Reactors" (DOR Guidelines), or NUREG-0588 " Interim Staff Position on Environmental Qualification of Safety-Related Electrical Equipment", December, 1979 by no later than June 30, 1982. The proposed change is to qualify all safety-related electrical equipment, in accordance with the provisions stated above, no later than the s second refueling outage beginnirg after March 31, 1982. This proposed change is consistent with the deadline as promulgated by the NRC in a Federal Register Proposed Rule dated January 20, 1982. The proposed change for North Anna Unit 1 is provided in Attachment 1. The proposed change for North Anna Unit 2 is provided in Attachment 2. A discussion of the proposed changes is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question as ,

defined in 10 CFR 50.59.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for a llO0l 8206080338 820604 g PDR ADOCK 05000338 .
