Jordan Director Division of Emergency Preparedness and Engineering Response Office of Inspection and Enforcement U.S. Nuclear R _ulatory Commission FROM: Ri m I s an Associate Di ctor ce of Natural and Technological Hazards Programs SUBJFCT: Interim Finding on the Wolf Creek Generating Station, Burlington, Kansas The Federal Emergency Management Agency (FEMA) is committed to furnishing the U.S. Nuclear Regulatory Commission (NRC) an interim finding on Wolf Creek on Jenuary 15, 1984, for use in the upcoming Atomic Safety and Licensing Board (ASLB) Hearings. While FEMA Region VII has prepared a proposed interim finding, we have returned it for further processing as described in the attached letter. In the meantime, we believe the present state of of fsite planning and preparedness at Wolf Creek is fully addressed in the extensive prefiled testimony which FEMA has prepared for the ASLB hearings. We will forward the FEMA interim finding in this matter as soon as circumstances permit.

SUBJECT:

Interim inding on the Wolf Creek Generating Station "The Interim Finding on the Adequacy of Radiological Emergency Response Planning by State and Local Governments at the Wolf Creek Generating Station, Burlington, Kansas" is an excellent report on the status of the deficiencies in the State and local (offsite) plans. We have decided not to forward this report to the Nuclear Regulatory Commission (NRC) at this time in order to allow the State of Kansas to respond to your request to correct the deficiencies that were identified in the Regional Assistance Committee review.

The corrections being prepared by the 'Jtate of Kansas should commit the State to complete acceptable plans prior to the July 10, 1984, qualifying joint exercise. This will also allow time for the Regional staif to determine the adequacy and maintenance of procedures, training, resources, staffing levels and qualifications, and equipment adequacy available to of fsite authorities in the event of a radiological emergency at the Wolf Creek Cenerating Station.

Please submit an interim finding based on the results of your request to the State for corrections to the State and local plans.
