Exercise Reports of the June.16,,.1982, Full-Scale Exercise and the June 28, 1983, San 11-Scale Exercise of the Offsite Radiological Emergency Preparedness Plan for the Peach Bottom Atomic Power Station 4

Attached are two copies of the Exercise Reports of the June 16, 1982, and the June 28, 1983, joint exercises of the offaite radiological emergency-preparedness plans for the Peach Bottom Atomic Power Station. Maryland State and Cecil and Harford Counties, and the Commonwealth of Pennsylvania and Chester, Lancaster and York Counties, and Fawn, Fulton, Martic/Mt. Nebo, Lower Chanceford and West Nottingham townships, and Delta and Fawn Grove Borougha participated in the full-scale exercise. Maryland State and Cecil-and Harford Counties, and the Commonwealth of Pennsylvania and Chester, Lancaster and York Counties and West Nottingham township participated in the i

small-scale exercise.

The full-scale exercise report, dated November 15, 1982, and the small-scale report, dated August 8,1983, were prepared by Region III of the Federal Emergency Management Agency (FEMA).

As noted in the executive summary of the June 28, 1983 small-scale exercise l

report, the Nuclear Regulatory Commission (NRC) was considering a request from Philadelphia Electric to grant an exemption to Cecil, Harford and Chester Counties from the full-scale requirements of 10 CFR 50, Appendix E, IV. F.1.a.

Such an exemption was granted by the NRC on November 5,1983, with notice of the exemption published in Vol. 48, No. 220 of the Federal Register on November 14, 1983.

It is anticipated that the 1984 exercise at Peach Bottom F

will' provide an opportunity for these counties to participate fully in order to qualify for biennial frequency under FEMA'.s final rule, 44 CFR 350.

t l'EMA Region III staff.has furnished copies. of these reports to the State of

' Maryland and the Commonwalth of Pennsylvania. The State and the Commonwealth have.provided comments on the content of tho 1982 report and these comments are

included as part of this transmittal.

The State and the Commonwealth have been requested to provide comments on the 1983 report as they deem necessary, but lhave not' availed themselves ofLthis opportunity as of yet.

Evaluation Report for the June 28, 1983 Peach Bottom REP Exercise Attached is the FEMA /RAC Region III exercise evaluation report for the 1983 Peach Bottom exercise. My conclusions as to the adequacy of the exercise and to its bearing on an assessment of the preparedness of the counties involved is contained in the executive summary.

Copies of the report have been sent to the Directors of the Pennsylvania Emer-gency Management Agency and the Maryland Emergency Management and Civil Defense Agency.

In light of the fairly inconsequential nature of deficiencies noted, there will be no formal schedule of corrections.

We will keep you apprised of developments in NRC's processing of the utility's request for exemption from the full-scale exercise requirements.
